The underlying (and presently expired) U.S. code chapter, if amended and resurrected by the pending Reorganizing Government Act of 2025 (identical bills in the House and Senate), would specify that the Congressional votes on any Trump2 reorganization plan would be by a joint resolution: "For the purpose of sections 908 through 912 of this title, 'resolution' means only a joint resolution of the Congress[.]"
The legislation also specifies that the joint resolution would require passage by only a simple majority in each chamber: "Debate on the resolution, and on all debatable motions and appeals in connection therewith, shall be limited to not more than ten hours, which shall be divided equally between individuals favoring and individuals opposing the resolution." The "ten hours" is what implies simple majorities, for reasons too byzantine for me to go into here.
