President Truman (1945-53), who had the statutory First Hoover Commission (1947-49), and President Eisenhower (1953-61), who had the statutory Second Hoover Commission (1953-55)--both biz-minded commissions to provide efficiency and reorganization recommendations--may be seen as transitional figures between the chronologically first phase of presidential reorganization authority (Presidents Hoover and FDR) and the full-fledged second phase (Presidents Kennedy, Johnson, Nixon, Carter). President Reagan (1981-89) can be seen as the transitional figure between the second phase and the third phase, which began when presidential reorganization authority last expired in 1984.
