The second Trump admistration's Feb. 11 executive order, its accompanying fact sheet, and Feb. 26 OMB/OPM guidance mention reorganization succinctly, without bringing in the possible context of the Reorganizing Government Act of 2025 or Congressionally granted presidential reorganization authority. While openly published, these little-noticed, subsequently heavily litigated documents embody commands to Trump's executive branch subordinates, not justifications given to the public or Congress. Similarly, the (relatively few) filings by the Trump2 administration in those pertinent civil lawsuits are motions to federal judges (and paywalled by default), not explanations given to the public or Congress.
